Below is an outline of Norwegian Passport Photo Requirements.

Norwegian passport photos must be sharp, clear and of good quality
They must be printed on high resolution, quality photo paper
Black & white or colour are accepted for Norwegian passport photos
Norwegian passport photos must be 35-40 mm (approx. 1 1/2 inch) wide
Recent Photos required - No more than 6 months old
The photos be taken from the front, and against a light background
The face must occupy 70-80 % of the Norwegian passport photo
No hair must cover the eyes in Norwegian passport photos
Mouth must be closed for Norwegian passport photos
Glasses are permitted in Norwegian passport photos
The lenses must not be tinted and the frames must not obscure the eyes
There must not be any reflection in the lenses
Head-dress for religious reasons is permitted in Norwegian Passport Photos
The head-dress also must not cast any shadows across the face
